Tratado de Lisboa assinado pelos 27
O Presidente checo, Vaclav Klaus, assinou, hoje, o Tratado de Lisboa. O documento está ratificado pelos 27 Estados-membros e entra em vigor no próximo dia 1 de Dezembro.

LISBON CAMPAIGN
Between 1 to 8 October 2009, I had the pleasure to participate, together with Oana - Pes Activists Galati and Andreea - Pes Activists Buzau, to the campaign for local elections of the Socialist Party of Portugal - PS. Together with Pes Activists from Spain, Belgium, Germany, Bosnia and Herzegovina, Hungary and Portugal of course, I took part in a series of events, which took in the spotlight candidates from different districts of Lisbon. Thus we could see the differences between a district in which PS is the power and the district candidate enjoys a great support, and the district in which PS is not in the first position, so the candidate is forced to deal more with his own strengths.
Election campaign of Lisbon is relatively similar to the style of campaign from Romania: the candidate, accompanied by media and his supporters (among which, we, the activists) made a tour of the district to talk to the people, election leaflets are offered and also various materials for Campaign. The thing that impressed me was that they know to turn the campaign in a show, to attract people, in order to avoid boring and annoying campaigns. Each day the campaign began with a fanfare, which makes all people, whether they were in the house, in shops or markets, to go outside. We also had the pleasure to take part to a double joy of the Portuguese people: firstly, the fact that the Lisbon Treaty referendum aiming to earn over 65% of Irish sympathy and secondly, The National Day of Portugal celebration, on this occasion assisting to a special parade in the central of Lisbon.
I can not notice the beautiful city of Lisbon, a very old town but full of history, that of the town Cascais, the little ''Monaco''of Portugal, but also that of the other cities from the surroundings.
After a busy week, after miles, either by car or on foot, nerves, stress, but also joy and fun, I can say that it was a beautiful experience. I learned something new about a different style of campaign and i socializated with various activists from different countries.

Impressions on the Portuguese Campaign Exchange (Adi & Janina)
In Exchange Campaign Program it was now the turn of Portugal to receive activists from Europe to sustain the campaign of the Socialist Party from Portugal - PS. PES activists from Romania were also present in Lisbon. This time, the representatives of the Romanian militants were the General Secretary of PES activists in Romania- Janina Sitaru and the President of Pes activists in Bucharest- Adrian Ilie.
During the period 21- 28 September, the 2 representatives together with the activists from other 5 European countries have participated in the campaign of the Socialist Party in Lisbon and other suburbs, trying, as much as possible, to bring their contribution to this campaign. It was a hard work taking into account the political and economic context in our days.
During those 7 days, the European activists took part at the debates between the principal politic parties who were in competition, their representatives were very well known politicians of the Portuguese socialists . These debates were kept in prestigious Universities in Lisbon and the main subjects were the combat of the economic crises, the on-line electoral campaign and the problems of the emigrants. Also the Romanian PES activists were present at the electoral manifestations on Lisbon streets and pure electoral actions ( distributing fliers, targeting actions and voter ID, discussions with the citizens).
The organizers paid a special attention also to entertaining the participants in bars and clubs well known for their warm atmosphere and live music.
Members of the Portuguese Parliament, Ministers and some of the local elects also joined the activists.
The last day of the campaign ended up with a dinner offered by mister Jose Socrates, Prime Minister of Portugal who honored us with his presence at the activists table. In a friendly environment we discussed about the future of Left in Europe and also about the activities of the PES members.
The Romanian delegation transmitted- alt verb the Prime Minister the sustain message of the PSD President, Mircea Geoana and the support of the activists PES Romania in promoting the Left values.
The experience in Portugal ended with a great success of the socialists who obtained 40% of the Portuguese votes, smashing the Right competitors who obtained just 29%. To this success contributed also the European activists.

Report sobre el “Intercambio PES activist Lisboa”, by Pol Gilbert
Mi participación en el intercambio se reduce a algo menos de una semana, por lo cual mi opinión puede ser diferente a la gente que, como Edin, István o Laurent, estuvieron allí mucho más tiempo.
La valoración que hago sobre esta experiencia es claramente positiva. El estar presente en una campaña de otro país, te permite enriquecer tu conocimiento de ese país en muy poco tiempo, ya que estas en contacto con la gente de la calle, con los políticos, con otros activistas portugueses,… siendo una inmersión cultural en toda regla.
Para no alargarme haciendo un resumen de cada día, describiré los aspectos más importantes
• Alojamiento: tal cómo se hablo en su momento, el alojamiento era mejorable. Para mí no fue un inconveniente, ya que no me esperaba mucho más estando en campaña, pero puedo entender que gente más mayor o que tuviera que estar allí durante un tiempo más prolongado, no estuviera del todo cómoda.
Aún así, creo que el estar todos o casi todos en la misma habitación fomento que el grupo estuviera unido más rápidamente y nos conociéramos mejor.
Éramos muchos activistas, y ya se sabe había poco presupuesto, y la reacción de José cuando se dio cuenta de la situación fue buena. Que yo sepa, llamo varias veces al hostal para pedir mejoras, cambios en las habitaciones, …y cuando la situación llego a su punto más tenso, ofreció su casa de Cascais como opción para que por turnos pudiéramos descansar alguna noche tranquilamente.
• Coordinación: durante la fase previa al viaje, mantuve diversos contactos con José para aclarar algunos aspectos, sobretodo logísticos, del intercambio. Cabe destacara la rapidez de sus respuestas vía mail, lo que derivaba en una comunicación fluida que daba seguridad al activista.
Durante la estancia, hubo problemas de coordinación, sobretodo en horarios, y en algún momento falta de comunicación, y en este aspecto quiero alargarme un poco más porque creo que es importante dejarlo claro.
La gente estaba disgustada por la falta de impuntualidad, los actos cancelados, la improvisación,…Primero de todo había un factor cultural y de mentalidad que dificulto este tipo de relaciones, ya que había hechos o maneras de hacer que son propios de la cultura portuguesa, y algunos activistas no supieron adaptarse a ello. Segundo, el coordinador (José) muchas veces no tenía la información, así que no nos la podía transmitir. El problema era que los activistas no sabían que José no tenía esa información, y le echaban las culpas a él. Opino que hubiera sido mejor poner las cosas claras des del primer día, y que el coordinador hubiera transmitido a los activistas que los problemas de “planning” que surgían eran debidos a cambios en las campañas en las que estaba previsto participar, y que no era responsabilidad suya.
Por último en este punto, destacar que, al menos personalmente, tuve la sensación de que el coordinador estaba cerca de los activistas, y en los pocos problemas que surgieron él hizo lo que pudo para solucionarlos y mirar por el bienestar del grupo. Claro está que era un grupo muy grande y que el ritmo de campaña exigía mucho, y que no íbamos a Lisboa de vacaciones.
• El grupo: cómo ya he dicho antes, entre los activistas había muy buena relación. Aún así surgieron algunos desencuentros propios de la misma convivencia y del ritmo de la campaña. Creo que hay dos momentos importantes en el grupo. La llegada de Mary y Ana es uno de ellos, ya que supuso un “hándicap” considerable el hecho de que ninguna de las dos supiera hablar inglés o alguna otra lengua. Aún así, debido a su carácter abierto, se integraron lo mejor que pudieron, y con la ayuda de los otros españoles del grupo no hubo problemas destacables.
El otro punto destacable es la llegada de las chicas de Rumanía. En este caso creo que hubo un doble choque cultural, primero con un país nuevo y segundo con un grupo en el que no sabían encontrar su lugar.
Durante los primeros días de su estancia, el grupo percibía que no había voluntad de integrarse por su parte, y que solo llegar ya se estaban quejando de diferentes aspectos de la vida diaria. Esa sensación cambio cuando fueron separadas en distintos grupos durante la campaña, y la gente las pudo conocer mejor.
• La campaña: si hay una palabra que describe la campaña esa es dinámica. Fue una campaña con todo tipo de actos, muy alegre y próxima a los ciudadanos. Creo que respecto a la manera de hacer campaña hemos aprendido mucho, y que seguro que hay cosas que podremos aplicar en nuestras ciudades.
La gente de las campañas locales nos acogía muy bien, procuraba que nos sintiéramos a gusto,… y eso te motivaba para seguir ayudándoles.
A pesar de los problemas de coordinación que pudieran surgir, habituales en cualquier campaña, no tuve nunca la sensación de estar perdiendo el tiempo, sino al contrario, pensaba que estaba aportando fuerza y ganas a una gente que podía estar agotada por la elecciones generales.
En resumen, creo que la experiencia ha valido la pena, ha unido a los activistas, les ha hecho sentirse útiles y ha difundido las actividades del PES por Lisboa y alrededores. Ya se sabe que en una convivencia tan intensa, con gente de diferentes países y culturas, siempre pueden surgir disputas, pero lo bueno es ver como estas se solucionan si más problema por el buen “feeling” del grupo.
Destacar por último el papel de Carlos, ya que siempre procuro estar con el grupo, tener contentos a todos sus miembros, ayudar a la gente que no podía comunicarse bien el inglés y que, junto con José, hicieron que nuestra estancia en Portugal fuera lo más agradable posible.

Impressions on the Portuguese Campaign Exchange (Andreea, Oana & Mirela)
Between 1-8 October in the Program Campain Exchange, PES Activists Romania took part in the election campaign for local elections in Portugal, namely in Lisbon. This time Romania was represented by the 3 activists - Mirela - PES Activists Tulcea, Oana - PES Activists Galati and Andreea - PES Activists Buzau.
The Mayor of Lisbon, Antonio Costa, himself waited and integrated us in the PES group taking contact with the campaign fever.
The first two days passed in a fast pace, the campaign became increasingly attractive. As activists we were received in all districts by candidates with joy and lots of attention.
PES leader of Portugal Jose Reis Santos was especially concerned that we, activists, take contact with all that it means to be a candidate, campaign leaders and campaign staff.
Saturday, October 3, was one of the most beautiful experiences in this campaign: I was in the district Odivelas for support of Mrs. Susana Amador, a person full of life, warm and modest. The evening ended with a dinner at a cultural center in Lisbon, where we all celebrated the Republic of Portugal National Day.
The organizers made sure that after a day's work and we have some moments of relaxation, going with us at a live music concert (something normal in Lisbon), a photographic art exhibition and talks on political issues.
Besides election-related madness, campaign, candidates and activists, Jose Reis Santos found time to show us the tourist hotspots of Lisbon. It’s beautiful! There are no words to describe the beauty of the city!
For the last day in the city where time is absolute, we spent it on the road, saying goodbye to each candidate and hoping that our contribution will be a worthy account in winning elections.
Our work was not simple, but unique electoral actions and teamwork have made the current policy around the world not to be so difficult and the results were the measure efforts made. The Socialist Party again crushed its opponents, this time at the local elections!
Finally we can say that Lisbon has changed us all: I realized that time has no definition!

SIM venceu na Irlanda - Tratado de Lisboa aprovado
Depois de ontem, em Belém, onde foi assinado o Tratado de Lisboa, os activists portugueses e todos aqueles que estão em Portugal, vindos dos vários cantos da Europa, terem falado em directo com um elemento do Labour Party, em Dublin, para saber como correu o dia de votações, do Tratado de Lisboa, há pouco foi estabelecido novo contacto, com um activist europeus, em Portugal, e a Irlanda, nomeadamente o líder do Labour, Eamon Gilmore, e Emer Costello, a Presidente da Câmara Municipal de Dublin.O conhecimento do resultado, que deu a vitória ao SIM, foi celebrado com entusiasmo e alegria em Odivelas, onde terminou o dia de campanha de hoje.
A UE tem, agora, condições para sair do impasse em que esteve até este momento, por não ter uma arquitectura institucional adaptada aos tempos que correm.
A entrada em vigor do Tratado de Lisboa é mais do que uma excelente oportunidade para alcançarmos mais condições de desenvolvimento social e económico, invertendo a actual situação de crise e desemprego que atravessa a Europa.
